After months and months of relative calm,.. storm clouds once again look to be brewing over the inter-Korean Kaesong Industrial Complex.... this time over how much workers there should be paid.
Seoul has been pushing for talks,... but North Korea says it has no intention of negotiating with South Korea over its unilateral decision to raise workers′ wages at the complex.
Pyongyang′s Central Special Development Guidance Bureau, which is in charge of operating the complex,... said the wage hike is a legitimate and normal exercise of its legislative rights.
Last month North Korea said it would raise the workers′ monthly salary by five percent to 74 U.S. dollars.
Earlier this week,... the South Korean government said that, if the North refused to talk,... Seoul would be left with no choice but to review strong administrative and legal means to respond.

The United States has once again reiterated that no decision has been made about the possible deployment of a U.S. missile defense system to the Korean peninsula.
U.S. Forces Korea says that, while there have been no consultations with Seoul over the so-called THAAD system,... informal surveys have been conducted to find a suitable location IF the missile shield was to be deployed in the future.
The statement came after a Korean daily reported that the U.S. had identified three suitable sites.
The possible deployment is a highly controversial topic in South Korea.
Those who support its deployment say THAAD would deter North Korea′s nuclear threat.
Critics argue it would negatively impact South Korea′s ties with China and Russia.
For its part, the South Korean government says no talks have been held on the issue and it plans to establish its own missile defense system by 2020.

He said the government will solve society′s chronic ills and irregularities and punish those responsible
