In this passage, God anticipates Israel's faithless reaction to His promises of a coming Savior. Though they may sometimes feel as if God has forgotten them, He not only hasn't forgotten, but He always holds them in remembrance. God's love for Israel (and, by implication, all those who are His people) is so profound that He compares it to that of a mother's love for her baby, so of course He won't forget them.
