Meanwhile, South Korea has urged North Korea to refrain from unilaterally changing regulations for South Korean workers at the Kaesong Industrial Complex.
Seoul's unification ministry said Friday... that it sent a message to Pyongyang... expressing regret over stricter rules that were recently put in place.
South Koreans found carrying items like mobile phones into the business park now face a one-day entry ban.
Previously, the workers could be fined around 100 U.S. dollars.
The ministry said any changes to rules at the complex should be discussed bilaterally,... and called for talks on the matter in the near future.
